  15. whose congressional career ended in 1976 after a sex scandal
  16. involving a "committee clerk," Elizabeth Ray; of a heart attack;
  17. in Wheeling, W. Va. At first Hays denied a Washington Post
  18. report that he had given Ray a $14,000 federal job for personal
  19. reasons, though she later confessed, "I can't type. I can't
  20. file. I can't even answer the phone." But he tearfully
  21. acknowledged the relationship two days later and subsequently
  22. abandoned his seat to end an ethics committee investigation of
  23. the affair.
